Small black pine

While surfing Japanese bonsai sites, I came across this neat little black pine. It is rare to see such ramification on such a small tree (to say nothing of the taper of the trunk). The owner posted because he is concerned about the development of the primary branch - he has been working on it for a year and is concerned that it is not developing(?) My Japanese may not be the greatest, but I struggle to understand what he is worried about.

He's worried because he wants his tree to be the best it can possibly be! If his main branch isn't growing as it should, it may be a precursor to a problem down the road.
