Yes , it is WIERD, but it happens commonly to get better shape of a fruit bearing tree.
Maybe you're right, that's news to me.
Fruiting trees aren't really common in central texas because we don't get enough winter. With the exception of peaches.
I still doubt that's the case. A large professional grower supplying ornamental trees to wal mart would have had to look at a very young plant and said 'this little guy isn't going to have an appealing branch structure. I better graft a scion real low on the trunk.'
