Insect eggs on my juniper

Are these cutworm eggs? Found them today on a Hetzii juniper. I’m in the northeast U.S., zone 5a. I used Sevin spray in early March and then Eight about a week ago. The tree was repotted about 3 weeks ago and I didn’t notice the eggs (though that doesn’t mean that they definitely weren’t there since I wasn’t really looking for them at the time). I manually removed them and haven’t seen any more. Any ideas what else they could be if not cutworm?
