This JBP is doing something weird (for me)
Needles on ...one whorl... are keeling over and falling out. They just seem to lay down and come loose.
They are vivid green and supple and like I said, it seems to be only one whorl. And not all the needles in the whorl.

Sorry, didn't indicate which whorl and now don't remember... 🤪

Older needles are stuck firmly and the rest of the needles of same age don't seem to be affected.

What's going on? Normal or reason to worry?

I noticed the same thing on my JRP when I drowned it. The needles don't turn color but the candle looks dessicated and the needles droop. Mine is dead.
Now that it's dead, it's showing brownish colors near the sheath of the needles, at the base.

It could be anything else in your case, but I have seen this a couple of other times in other pines as well.

I would worry. Unless there is obvious damage to that particular whorl that would cause it to die off I'd watch the tree very closely. Unfortunately when the needles start showing problems it means something has been going wrong for a while.
