Probably some problem with the roots or the soil, if its crispy already not much that you can do

I did see some webbing and tiny spiders, does this mean I have an infestation?
No, hold a sheet of white paper under a branch and tap the top of the branch briskly several times. If it has mites, you’ll see them running around on the white sheet of paper. You’ll need a miticide to kill them.

I’ve tried this and there was no sign of any spider mites

I cut a small branch off and it seems to be still alive, what can I do to try and save the tree?

Um, why do you think this branch looks alive? From what I can see, the branch looks pretty much dead. There is no green cambium from what I can see in the photo. The growth is also olive drab. Both are indications the tree is past help. Sorry.

If the foliage is crispy all around, it's a goner.
It might be wise to still try and diagnose the initial problem so that you can prevent making the same mistakes again.

If it went crispy all at once with a few branches trying their best to survive, it's probably root death from asphyxiation.
If it was too dry for some time, it'll visibly struggle and branches will have brown foliage here and there.

I personally will never try a juniper again. I kill them! They are slow acting/showing and by the time a problem shows it’s usually too late. I hat killing plants, therefore never again. Sad cause I have a few pre bonsai junipers. Just can’t bring myself to do anything with them.
